PROMISES<\/span><\/a><\/div>
<\/div>

The education chapter of the Government of Armenia\u2019s 2026\u20132031 Programme<\/a>, approved by the National Assembly with 63 votes in favor and 2 against, sets out the government\u2019s approach to education within the Human Capital and Well-Being section.<\/p>\n

The Strategic Role of Education<\/strong><\/p>\n

The programme places education at the center of its vision for the state\u2019s development:<\/p>\n<\/div><\/div>

\n

\u201cThis new understanding of the role and continuity of the Republic of Armenia as a state implies continuous and evolving knowledge of its theoretical and practical dimensions, as well as of the transformations taking place in the world and the region. This knowledge must be proportionately distributed among the public, state institutions, communities, professional and civil society groups, and individuals, thereby shaping a state-centered social psychology.<\/p>\n

Education is the only reliable means not only of addressing this task but also of understanding it. This applies at the individual, group, public, and state levels, as well as in both domestic and external spheres. Therefore, education is the primary tool for the development and advancement of the state and for implementing the strategy of building a state of a new quality, based on the understanding that education is a lifelong process encompassing preschool, general, extracurricular, vocational, higher and postgraduate education, non-formal education, professional retraining, continuous professional skills development, reskilling, and intellectual development.\u201d<\/p>\n<\/blockquote>\n<\/div><\/div>

According to the programme, the education system should equip learners with the skills necessary for a prosperous, fulfilling, and happy life. Education is also presented as a social phenomenon extending beyond formal and non-formal educational institutions. The programme emphasizes strengthening social ties through platforms for social interaction and says that the development and promotion of cultural and spiritual life, as well as other spaces for social interaction\u2014including reading clubs and youth centers\u2014will remain a focus of the Government.<\/p>\n<\/div><\/div>

General Priorities<\/strong>
\nThe programme identifies reforms aimed at continuously improving the accessibility, affordability, quality, and efficiency of education at all levels. Key priorities include:<\/p>\n<\/div><\/div>

Improving mechanisms for teachers\u2019 professional development and incentives<\/p>\n<\/div><\/div><\/div>

Strengthening links between vocational and higher education, the labor market, science, and innovation<\/p>\n<\/div><\/div><\/div>

<\/div><\/div><\/div><\/div><\/div><\/section>

Extracurricular education is to be positioned as an integrated system for identifying and developing children\u2019s creative, cultural, technological, and athletic talents. The infrastructure of newly constructed and renovated schools and kindergartens is also to be used outside regular classes for extracurricular education, as well as for adult education and socialization programmes.<\/p>\n

The Government also plans to expand access to digital and technological education by increasing opportunities for engineering laboratories, robotics, programming, AI, and experimental learning in the natural sciences, including in rural and border communities.<\/p>\n

The programme also calls for the full digitalization of the education system, including the development of unified and interconnected information systems, one-time data entry, the full digitalization of educational services, and the introduction of data-driven decision-making mechanisms.<\/p>\n<\/div><\/div>

Key Commitments in the Government Programme<\/strong><\/h4>\n

Preschool Education<\/strong><\/p>\n<\/div><\/div>

<\/div>
<\/i><\/div>

Infrastructure:<\/strong><\/p>

Construct, reconstruct, or renovate 100 kindergartens and preschool facilities.<\/p>\n<\/div><\/div><\/div>

<\/div>
<\/i><\/div>

Access:<\/strong><\/p>

Use various public-private partnership models to provide access to preschool education for children under the age of two in all enlarged communities, while ensuring at least one year of compulsory preschool education for five-year-olds.<\/p>\n<\/div><\/div><\/div>

<\/div>
<\/i><\/div>

Standards and quality:<\/strong><\/h4>

Introduce an institutional mechanism for regularly updating preschool education standards, with particular emphasis on preparing children aged 5\u20136 for school and introducing external quality assurance mechanisms.<\/p>\n<\/div><\/div><\/div>

Staff development:<\/strong><\/p>

Expand institutional mechanisms for the continuous improvement of professional skills and remuneration through certification levels and voluntary attestation.<\/p>\n<\/div><\/div><\/div>

General Education<\/strong><\/p>\n<\/div><\/div>

Infrastructure:<\/strong><\/p>

Construct, reconstruct, or renovate the next 300 schools and fully equip them with new furniture.<\/p>\n<\/div><\/div><\/div>

Educational content:<\/strong><\/p>

Regularly update educational content to develop students\u2019 critical thinking, creativity, communication, digital, technological, financial, and entrepreneurial skills, while encouraging civic engagement and the practical application of knowledge.<\/p>\n<\/div><\/div><\/div>

<\/i><\/div>

Technology and AI:<\/strong><\/h4>

Expand engineering, robotics, programming, and AI-based education, including personalized learning, in schools. Technology clubs and laboratories are to become interconnected components of general and extracurricular education.<\/p>\n<\/div><\/div><\/div>

<\/i><\/div>

Assessment:<\/strong><\/p>

Introduce an external assessment system for students\u2019 learning outcomes that is comparable with international assessment mechanisms, with the aim of continuously improving educational content and quality.<\/p>\n<\/div><\/div><\/div>

<\/i><\/div>

Teachers:<\/strong><\/p>

Introduce a second stage of voluntary teacher attestation for teachers who have passed the first stage, with the rate set at AMD 300,000 and additional payments of 30%, 40%, or 50%, respectively. The programme also calls for comprehensive legal guarantees arising from teachers\u2019 professional status, including a housing support programme.<\/p>\n<\/div><\/div><\/div>

Extracurricular Education<\/strong><\/p>\n<\/div><\/div>

Facilities:<\/strong><\/p>

Construct, reconstruct, or renovate and equip at least 100 extracurricular institutions in the fields of arts\u2014including music, fine arts, and children\u2019s and youth creative centers\u2014and sports, including sports schools and athletic centers.<\/p>\n<\/div><\/div><\/div>

<\/i><\/div>

Creative development:<\/strong><\/p>

Establish platforms to promote creativity, including through the continued development of international art camps, competitions for original performances, and other creative environments.<\/p>\n<\/div><\/div><\/div>

Professional development:<\/strong><\/p>

Improve the quality of teaching in community and state extracurricular institutions and centers through the continued development of voluntary attestation programmes for pedagogical staff and coaches.<\/p>\n<\/div><\/div><\/div>

Youth centers:<\/strong><\/p>

Establish 30 additional youth centers in different communities, in addition to the 25 youth centers already established with state support.<\/p>\n<\/div><\/div><\/div>

Reading:<\/strong><\/p>

Implement programmes to promote reading, including through digital solutions.<\/p>\n<\/div><\/div><\/div>

<\/div>
<\/i><\/div>

Inclusion:<\/strong><\/p>

Continue inclusive programmes aimed at ensuring equal access to arts education for persons with disabilities.<\/p>\n<\/div><\/div><\/div>

<\/div><\/div><\/div><\/div><\/div><\/section>

Vocational Education<\/strong><\/p>\n

Infrastructure:<\/strong> Reconstruct, construct, renovate, and equip at least 30 vocational education and training institutions (colleges) in areas considered priorities for the state.<\/p>\n<\/div><\/div>

<\/i><\/div>

Dual education:<\/strong><\/p>

Expand cooperation with the private sector through joint management of colleges and the full introduction of a dual education system aligned with the needs of the economy, making work-based learning a central method of education.<\/p>\n<\/div><\/div><\/div>

<\/div>
<\/i><\/div>

Staff remuneration:<\/strong><\/p>

Develop and fully implement an attestation system across all areas of vocational education that will at least double the remuneration of college lecturers and instructors.<\/p>\n<\/div><\/div><\/div>

<\/div>
<\/i><\/div>

Accreditation:<\/strong><\/p>

Ensure the accreditation of all colleges in accordance with international standards.<\/p>\n<\/div><\/div><\/div>

<\/div>
<\/i><\/div>

New professions:<\/strong><\/p>

Continuously introduce and develop new professions in line with the needs of the economy, including the needs of individual regions, with the aim of improving the quality of education.<\/p>\n<\/div><\/div><\/div>

Higher Education<\/strong><\/p>\n<\/div><\/div>

<\/div>
<\/i><\/div>

Academic City:<\/strong><\/p>

Launch the technology cluster as part of the first phase of the Academic City, with the infrastructure required for full operation, including accommodation for 3,600 students.<\/p>\n<\/div><\/div><\/div>

<\/div>
<\/i><\/div>

University consolidation:<\/strong><\/p>

Complete the consolidation of public universities and their merger with research organizations in cooperation with leading international universities, resulting in six large research universities.<\/p>\n<\/div><\/div><\/div>

<\/div>
<\/i><\/div>

Internationalization:<\/strong><\/p>

Increase the number of international students to at least 15,000. Under new licensing and accreditation regulations, including through cooperation with internationally renowned universities, introduce at least 50 foreign-language higher education programmes to attract international students more effectively.<\/p>\n<\/div><\/div><\/div>

Admissions:<\/strong><\/p>

Introduce a new admissions system designed to ensure an effective transition from school to university, based on external (centralized) assessment in Armenian language and mathematics, alongside an internal university admissions system that takes civic engagement into account in addition to academic performance, thereby encouraging volunteer work.<\/p>\n<\/div><\/div><\/div>

<\/i><\/div>

Funding and scholarships:<\/strong><\/p>

Introduce new mechanisms for financing public universities and student scholarships, linking university funding to performance indicators related to academic excellence and achievement. The programme also states that students with satisfactory academic performance should not be excluded from education because of social or financial difficulties.<\/p>\n<\/div><\/div><\/div>

<\/i><\/div>

Targeted study abroad:<\/strong><\/p>

Establish a funding programme for targeted study at leading universities abroad in fields or educational programmes considered critical to the state and currently absent from Armenia\u2019s education system, subject to graduates taking up employment in the relevant field.<\/p>\n<\/div><\/div><\/div>

<\/i><\/div>

International rankings:<\/strong><\/p>

Continue efforts to improve the position of Armenian universities in international rankings, with a target of having four Armenian universities among the top 500 by 2030.<\/p>\n<\/div><\/div><\/div>

<\/i><\/div>

Talent development:<\/strong><\/p>

Introduce a nationwide programme to identify and develop the potential of children and young people with exceptional abilities.<\/p>\n<\/div><\/div><\/div>

These are the commitments formally set out by the Armenian Government in its 2026\u20132031 programme. How, and to what extent, they will be implemented remains to be seen.<\/p>\n<\/div><\/div>
