According to the explanatory note to the draft law on the 2027 State Budget of the Republic of Armenia, education expenditure for the coming year is projected to exceed<\/a> AMD 350.7 billion. In 2026, AMD 357.7 billion was allocated for education.<\/span> <\/p>\n

In 2027, AMD 144,255.8 million is planned for the General Education Programme. This is 3.26% more than the amount planned for the previous year. According to the draft law on the Republic of Armenia\u2019s 2026 State Budget, AMD 139.7 billion was planned for the General Education Programme<\/a> in 2026, 5.2% more than the approved 2025 budget.<\/p>\n

The annex to the draft 2027 State Budget presents education as a fundamental human right: \u201c[\u2026] it is the state\u2019s obligation to ensure universally and equally accessible, inclusive and quality education for everyone.\u201d<\/p>\n

According to the draft budget, \u201cIn Armenia, education is considered one of the prerequisites for the country\u2019s sustainable progress and the reproduction and development of human capital.\u201d<\/p>\n

The draft submitted for public consultation also emphasises the Doctrine of Economic and Institutional Transformation of Armenia, approved by Government Decision No. 16-L of 8 January 2026, which is based on a new paradigm of economic development.<\/p>\n

\u201cThe first and fundamental pillar of this paradigm is education. The Doctrine defines education as the \u2018strategy of strategies\u2019, and education is no longer merely a sectoral policy, but the core of the Doctrine, determining the scale and substance of economic development, the efficiency and flexibility of public administration, the strength of national identity, and the success of the agenda for the continuity of statehood,\u201d the annex to the draft 2027 State Budget states.<\/p>\n

According to the annex, \u201cIn 2027, the main challenge in the education sector will continue to be improving the accessibility, quality and effectiveness of education at all levels of the education system; aligning them with internationally accepted standards; ensuring affordable, inclusive and accessible education for all segments of the population; and creating a safe and secure environment.\u201d<\/p>\n<\/div><\/div>
