School Absenteeism in Europe Reaches Concerning Levels: Council of Europe Calls for Urgent Action.<\/p>\n

According to the report \u201cMissing out: tackling school absenteeism in Europe\u2019s communities\u201d by the CoE Congress of Local and Regional Authorities, school absenteeism has increased substantially in many countries since the COVID-19 pandemic. According to participants in the discussion at the CoE, this threatens pupils\u2019 educational attainment, mental health, social skills and future employment prospects. The problem may also worsen shortages of workers with the skills European economies need.<\/p>\n

Anita Sollie, Norway\u2019s representative, highlighted the importance of adopting a common European definition of school absenteeism and collecting comparable attendance data. In her view, this would give schools and authorities a clearer understanding of the problem and help them take effective action.<\/p>\n<\/div><\/div>

Call for Action<\/strong><\/p>\n

The Congress stresses that education is a human right and that ensuring effective access to education and encouraging regular school attendance are obligations reflected in the Council of Europe\u2019s human rights standards.<\/p>\n

The Congress calls on the authorities of all 46 Council of Europe member states to act at every level of government. In particular, it recommends:<\/p>\n<\/div><\/div>

adopting a common European definition of school absenteeism;<\/p>\n<\/div><\/div><\/div>

<\/i><\/div>

systematically recording every pupil\u2019s attendance and sharing data across relevant levels of government, in compliance with data-protection rules;<\/p>\n<\/div><\/div><\/div>

<\/i><\/div>

introducing early-warning systems to identify pupils at risk before occasional absences become persistent;<\/p>\n<\/div><\/div><\/div>

<\/i><\/div>

strengthening cooperation between schools, families and public services;<\/p>\n<\/div><\/div><\/div>

<\/i><\/div>

addressing the causes of absenteeism, including bullying, illness, special educational needs, poverty and unstable living conditions<\/p>\n<\/div><\/div><\/div>

providing flexible pathways back into education.<\/p>\n<\/div><\/div><\/div><\/div>

The report also highlights the need to provide local and regional authorities with adequate resources and professional training, offer targeted support to pupils in vulnerable situations, and strike a balance between supportive interventions and the enforcement of legal obligations.<\/p>\n<\/div><\/div>

The Congress\u2019s approach emphasises that school absenteeism cannot be addressed simply by requiring pupils to attend school. It is necessary to identify the causes of absence, provide timely support to children and coordinate the work of education and social services.<\/p>\n<\/div><\/div>
