Mathematics Baseline Proficiency: 28% in Armenia vs. 65% Globally

According to the 2025 results of the Program for International Student Assessment (PISA), 28% of students in Armenia attained at least Level 2 proficiency in mathematics. The results are based on the OECD’s published report.

This is considered the threshold for basic proficiency. The average share across the Organization for Economic Co-operation and Development (OECD) countries is 65%.

At a minimum, students who attain this level can interpret and recognize, without direct instructions, how a simple situation can be represented mathematically — for example, comparing the total distance of two alternative routes or converting prices into a different currency.
